Is there a way of hiding the 'Manage delegates' option in expense module?

Summary:

Is there a way to hide or remove the Manage Delegates functionality from the Expenses module for standard users?
If removed, can delegation management instead be restricted to a custom Finance Admin role?


Content (please ensure you mask any confidential information):
For compliance reasons, end users must not be able to assign delegates, and only Finance Administrators should control delegation assignments.
Where the option appears:
Navigator → Expenses → Manage Delegates

Goal:
Hide or disable the Manage Delegates option specifically for employees, while allowing Finance Admins to access it centrally.
