GOP not considering substitute components when required quantity exceeds primary on-hand (CTP Make)

Primary component (Bulk):COMP1On-hand: 1,000

Substitute components (all defined as substitutes on BOM):COMP2 – 1,000 on-handCOMP3 – 1,000 on-handCOMP3 – 1,000 on-hand

Total substitute on-hand = 3,000

Observed Behavior

GOP consumes:

FG on-hand correctly

Only primary component on-hand (1,000)

GOP does not consume substitute components, even though:

Substitutes are available on-hand

Substitutes are valid items

GOP instead creates Make supply for the primary component, which:
