Configure redwood for Add New Goal page to load Task section by default or make it mandatory

We have requirement for Task Section for Goals to load by default or make it mandatory when user selects Add New Goal in redwood UI.
Currently, the New Goal page loads with Goal Details, Attachments and the Task section is at bottom. User has to click Add » Task to add the details in Task Section. We have set few fields in the Task Section as mandatory, but the system does not show any error if Task is not added. So, users who have not added Task are able to submit the Goal.
