We are encountering an error when a leader attempts to assign goals to their direct reports using the Team Goals Center. During the assignment process, the system is generating this error: This goal plan already has the maximum goals allowed. (HRG-3120410)” when the goal plan does not have a maximum number of goals configured.

Has anyone encountered this error when no maximum goal limit is configured on the goal plan? Are there any hidden limits, profile options, role-based constraints, or known defects that could trigger in this scenario?
