Last name First Name

On Redwood, person's name were displayed as "First Name, Last Name" in some cases. In other cases, they are displayed as "Last name, First name".
Could you please tell us the reason why Redwood display person's as the above. And Could you display person's name as "
Last name, First name" in all cases, according to Japanese custom.
