Redwood: Attachment section of employee talent profile should be read only for manager

Summary:

Hi, we have a requirement that the manager should only be able to view employees attachments in the talent profile. While this was possible via page composer in RUI, we are unable to find an option to have the same functionality via VBS. Has anyone faced this scenario and how do you fix/resolve it?
