Detailed Issue Description

We have configured Goal Plan approval rules such that:

• Employee goal creation requires manager approval.
• Goal updates performed by Manager or HR should be auto‑approved (no approval routing to manager’s manager).

The approval rules are configured with:

• A High‑priority Auto‑Approval rule that triggers on goal updates (not creation, not deletion).
• A Manual approval rule limited to goal creation, using Job‑Level‑Based Line Manager Hierarchy
