Self appraisals "stuck" between Draft and Submitted

Hello all,

We are on Taleo 10 SP2e

We have a handful of reviews that were completed and submitted by the coworker but the review never shows up for the manager.  The coworker no longer has the submit to manager button so nothing can be done on the coworker side.  In HR Admin tools the review still shows as draft/draft so there is nothing we can do from an admin standpoint either.

Has anyone else seen this?  Is there anything we can do?  I have been cancelling and repushing a new review but I have not heard back from the coworker or manager whether it worked or not.
