How to change approval flow when line manager adds/update goals for his employees

in Performance Management

I have enabled the profile option : ORA_HRG_PERF_GOAL_ROLE_BASED_APPROVL. to send goals added by line manager through an approval cycle.
what i have noticed is that by default the first step in the flow is sending the approval to manager's manager (2nd level manager) then i can set the following approval flow as needed.


is there any way possible i can remove the manager's managers approval from the flow? i want the approval to be sent to the HR only i don't want the managers managers to be included.
