How to manually release event based pauses

Summary:

We have a base requirement to place a pause on non-shippable items before billing such that non-shippable items wait for all shippable items to ship before being released for billing.

However, some orders are both high value and large orders with many sales order lines, with kits having many components, and sometimes the business does not want to wait until the complete order is physically shipped before billing the non-shippable items.

The expectation was to define an event based pause on non-shippable items that waits for the shipping of all shippable items, for the base scenario, and then the order managers could manually release the pause using the action 'Release Pause' in the sales order fulfillment line orchestration in the cases where they were not willing to wait for complete shipment.
