Budget Scorecard not showing decimal places for few fields

Summary:

I am not able to display decimals in Allocated with % and Budget with % fields, the column properties are set to display 2 decimals however it still does not show decimals. Which column property drives this. The expectation is that it should decimals even for Allocated amount as well, currently it shows just for the % as shown in the image.
