absence will not work for a population of employees and it is available enterprise wide

Summary:

We have a population of employees that are able to select an absence type, but then it will not pay them/display on SOE.

We have reviewed the time layout set, rules, and eligibility and everything looks correct. Any suggestions to resolve is appreciated.
These are time card required employees, but it will work for other time card required employees (other entities).
