Ability to customize Destination LOV displaying for Per Diem

Summary:

We are looking into limit or customize the Destination LOV displaying in the dropdown for Per Diem. We would like to have only destinations that are listed in the our Per Diem rate spreadsheet only. This would save user time from looking it up via search function. Is this function support by the Oracle?

Also, how default value ( Baltimore, MD) in the dropdown is configured?
