Goal Notification Not Triggering in Bell Icon Despite Alert Composer Setup

Hello,

Even after enabling the following Alert Composer notifications:

• Manager Notified After Worker Adds Goal
• Worker Notified After Manager/HR Mass Assigns Goals

notifications are not appearing in the Bell icon for either the employee or the line manager when goals are added or assigned.

However, the goal records are successfully created and are visible:

• For employees under Me > Career & Performance > Goals
• For line managers under My Team > Goals Center

This indicates that the goal assignment is functioning correctly from a transaction perspective, but the UI notification (bell icon) is not being triggered.
