Waive plan is displaying along with coverage plan

Summary:

Hi ,
Employee is in Decline HSA Plan earlier and as part of Open Life event he elects ,HSA Coverage plan.

In Enrollment summary both Coverage plan and Waive (or Opted Out) plan is displayed

Any idea why this is happening ,Appreciate your thoughts
