No longer getting benefit error when trying to move employee's start date

Summary:
We used to get an error message when a hire start date was needing changed when a life event was triggered. With 26A, now we're not getting that message.

Scenario: Employee gets hired. We have an automatic Hire/Rehire life event set to trigger based on the Action used. The HR team tries to change the start date of the employee. They get an error like this in Transaction Console: This person is enrolled in benefits. They need to be disenrolled from their benefits before you can change the work relationship start date.
