OTM Bulk plan doesn't consider Voyage Id Constraint due to that ignores earlier Vessel Schedule

Summary:

Weare facing a problem with OTM Bulk plan. when we run bulk plan selecting orders with constraint Voyage Id, the bulk plan ignores the first Voyage Schedule and bundles all the Orders to the next Voyage Schedule. Earlies Voyage ignored though we constraint it on order release.
