routing assigning activity to resources not having the required inventory

Summary:

Configured a routing plan with the parameter 'Number of days prior to activity date that inventory is required' as 0 . Added Required inventory to the Activities on the Bucket and ensured the resources dont have the required inventory . Also configured Warehouse resource with the required inventory and assigned locations and calendar. But still Routing is not creating warehouse visits and assigning to the resources not having the required inventory
