Disable Expense Notifications for Specific User/Users

Is it Possible to disable Expense Notifications for a specific user/users . The top executives of the company does not want the expense notifications to be sent to their email, as their respective delegates will be taking care of the expense claims. Hence we need the option to disable only those users from getting their email notifications at all times during expense process , from submission or payment of the claims.

Through Oracle SR , i have been asked to create new Profile Option (EXM_Disable_Expense_Notification) and enable at User level , however this option is not working and the user still gets notification.
