Is it possible to re-tender shipments after acceptance (and status change by integration)?

Summary:

We have the following business scenario:

  1. Shipments are sent to carrier and accepted by integration.
  2. When certain events are sent to OTM the SECURE RESOURCES status is changed (with an ActualShipment) from SECURE RESOURCES_ACCEPTED to
    SECURE RESOURCES_DECLINED
  3. The shipments sometime must be modified and sent again to the same carrier, performing Withdraw Tender and Secure Resources.

We currently are not able to perform step 3), we always receive the same error (screenshot above). Is there a solution to this issue?

We tried to change the SECURE RESOURCES by CSV, but we then receive another error.
