Compensation Hierarchy Determination - limit to top 3 levels in hierarchy?

Summary:
We have a new requirement to define a planner hierarchy starting at the 3rd level down from the CEO.
The first planner should be 3rd level in the hierarchy and submits to the CEO Direct who submits to the CEO.
CEO minus 2 - planner (3rd level)
CEO Direct - first level approver (2nd level)
CEO - final approval (first level)
Further complicating this is that the third level in the hierarchy (CEO minus 2) needs to be at a certain grade level. In the past we have planned according to a grade sort level but this year we are excluding several E01 who are more than 2 levels down the hierarchy.
