Is there a way to mimic a Not Done action on a pending activity?

Summary:

We have a button configured which allows our Planners to performing actions on pending activities using a form containing a service request to update these activities like is done when Not Done is used on started activities. We combine that with message steps to update properties on the activity to mimic most of those updated via our suspend process. This allows us to delay/prevent a dispatch before the task is even dispatched to a technician while still processing the activity in a way to notify other groups that the task is being held for a specific reason or needs to
