Content item loaded is not in the same sequence in development objective

Hi Team,

    This is an issue, when we try to create the development objective manually with the tasks added, we were able to view the tasks in the right sequence, but when we tried to do the same using HDL, we found the discrepancy that the tasks which was loaded is not in the right sequence which was expected and which was there in the dat file as well.
