Talent Profile approval for specific country

Summary: We have requirement to build workflow approval for Talent Profile section for one country.

Currently we have global setting that all changes in Business Title under Skills and Qualifications goes for Line Manager approval.

But we need to extend this rule only for one country, that after Line Manager's approval it goes to HR Office Specialist from Poland as well.

Do you know how to build rule condition with legislation code PL?

I tried this one: ((transactionApprovalRequest.attribute2 equalsIgnoreCase "PERSON_TS_APPROVAL_REQD") AND (Worker's Current Assignment.result.Legislation Code == "PL") AND (NOT (transactionApprovalRequest.attribute10 == "300001310396546"))) but I received an error:
