We are avaiable to see "Save Comment" on the Change Salary

Hello Expert,

Recently there is a 26A update in our lower environment and after that Change Salary page started showing "Save Comment" in the comment and attachment section, now because of this another steps has been created for user before submit the user has to save thier comment. And some of our user raise this an issue because after entering comment in the comment section they directly clicked on the Submit button and submit button is not allowing to submit the transaction.

Please suggest how to control this Save Comment button.
