Maintenance operation only shows as completed for assigned resource

Summary:

I have a requirement where different operations have different resources.

In the first operation, resource A completes their operation. Then resource B comes in to complete the second operation. All operations are count point so resource B is dependant on the "completed" flag from previous operation to pursue their work. Yet, each resource only sees "completed" for their own work
