Does the Donation Pool maintains a centralised balance?

Hi,
Does the Donation Pool maintains a centralised balance for all the employees?
Currently, we transfer balance from the pool for the employee manually using 'Transfer Balance from Pool' option on the Absences and Entitlements > Plans Page for the employee.
Each employee thus can have different balance available in the donation pool based on the balance transferred on individual basis. We don't have a centralised balance record for all the employees.
Is there any configuration, OTBI report to view the balance for all the employees at one single place?
Also, there is no validation around transferring the number of hours to the employee and the number of hours available in the donation pool. We transferred 999 hours for this employee, without having that much of balance in the pool but it was successfull. Any restriction on this? We should be able to transfer only the amount that is available in the donation pool and not greater than that.
