Goal is getting assigned to few employees by Manager

Summary:

Hi Experts,

I have a query regarding Goal.

HR assigns 2026 related goal plan to employees and who are not eligible it was not assigned.

But Manager assigns few goals to all direct reports even though they donot have goal plan it was assigned to employees.

Can you please suggest it is expected behaviour?or what is expected here?
