Fast Formula type Enrollment Certification Required Not triggering at the time of enrollment

Summary:

Enrollment certification required Fast formula is not triggering at the time of enrollment submission.

The requirement is when the coverage amount selected during the enrollment is not same , it should trigger pending action.

We also have noticed below facts :

-This certificate trigger at the time of Life event evaluation . Which should not happen as during evaluation it saves the same Coverage amount or option.So triggering this certificate doesnot make much sense at the time of evaluation.

-We Chnaged the FF to alwaus return Y just to check if the FF works at the time of enrollment submission , We concluded that even with just one parameter where we are Trurning Y always , This FF doesnot trigger and certificate does not generate.
