Service Providers Accessing a Workbench Layout

Summary:

Is there a way to make enhanced workbench layouts, created in a specific domain, accessible to service providers under the SERVPROV domain? I understand that one option is to create the workbench layouts directly in the SERVPROV domain, but our goal is to have a single layout that can be accessed by users both within the domain where it was created and by users in the SERVPROV domain.

We have already tried granting read access to the workbench layout through the VPD profile attached to the SERVPROV role, but this approach did not work.

Any thoughts/insights would be helpful.
