Add a button on Work order operations under Wor Order Operations

Summary:

We need to add a button at Manage Work Order Operation level to redirect to another APEX/VBCS application is that possible?
Express mode is not allowing this and even after creating rulesets this is not allowed.

VBS version is 2510 and Fusion version is 26A
