Should be able to select waive plan but not change option or across to another plan for medical

Summary:

For a qualifying life event, the employee should be able to move from current enrollment (for example: HDHP Emp+Spouse) to waive plan, but they should not be able to move to another medical plan or across other options. Can we set this up via configuration?
