Create a custom approval flow for Workforce Compensation Plan

Hi! For a new implementation, our client would like to create a custom approval workflow for the WorkForce Compensation plan.

The workflow should be structured as follows:
Employee > Manager > Local HRBP > HR Comp&Ben

Currently, I see that in the primary hierarchy I can select “Formula,” but from the documentation it doesn’t seem possible to build it exactly as needed because there is a predefined list of contexts to use, and none of them fit my case.

Is there any other way to meet this requirement?
