Alerts Composer - Notification to Employee who hasn't made elections in current enrollment window

Summary:

I have a request from the business to setup an Alert in Alerts Composer to trigger a Notification for anyone who "hasn't gone into their benefit enrollment window and actively elected benefits on their own." We do use a Legal Disclaimer and I see that I can setup a Notification that looks for anyone who has not yet Accepted the Legal Disclaimer, but that doesn't mean the employee actually moves beyond and actively reviews/elects benefits and presses Submit at the end. I was wondering if there is a way to write a Filter similar to the Filter below for the
