Performance Document Approval Workflow skipping first level of approver

Summary:

We have enabled the performance document approval workflow with the following conditions:

  • Rating 3 should go for HRBP approval.
  • Ratings 1, 2, and 4 should go first to HRBP approval, then to the Executive, and finally back to HRBP approval.

In the second scenario (for example, when the rating is 2), the approval is currently being triggered only to the Executive and then to HRBP. The initial HRBP approval step is being skipped.We have verified the AOR details , HRBP mapping to the department and they are correctly configured.

However, we are unable to determine the reason for this behavior. Could someone please help clarify why the first HRBP approval step is being skipped?
