Only show certain corporate card programs in LOV on Manage Corporate Card page

My client has different Corporate Card Admins that manage corporate cards across different BUs, they want to segregate the access to Corporate Card Programs on the Manage Corporate Cards page. For example, Corp Card Admin for BU ABC can only see/manage ABC Corp Card Program, and Corp Card Admin for BU XYZ can only see/manage XYZ Corp Card Program. There may be some users that get all.

Is it possible to only show certain values in the Manage Corporate Cards > Corporate Card Program field LOV per user?

We are using a custom role, that inherits all Corporate Card Administrator DSPs and I have tested updating the DSPs to only be unique for one BU key and still all program values show in the LOV.
