Why available count shows more than 1 Equipment in ON HAND Location Asset Inventory ?

When assigning Equipment on Shipment via Fleet Management > Assign > Equipment, the Available Count shows same as Total Bucket count for the entire location. For example, in the screenshot below, we have 2 equipments below tagged to 1 location in its ON HAND bucket but when we invoke the user action, it shows available count as 2 for ST7009 where in reality there is only 1. Is this is UI bug or something else that I may be missing ?
