Where are the AI suggested goals pulling from for Development Goals?

Summary:

Where are the AI suggested goals pulling from for development goals? We are not having any suggested goals populate under Create a New Development Goal after enabling this in redwood and VBS. The performance goals do have the AI suggested goals available to choose from based on previous performance documents as expected. Is there another piece of configuration we need to enable for development goals or do we need the Development goals section in performance documents to a suggested goal regardless?
