Unable to assign budgets to managers in compensation worksheet

We have enabled manager level budgeting for our Workforce Compensation Plan and we are unable to allocate budgets to the manager if he/she is ineligible for the worksheet itself?

Example: Manager A has 5 reports who are eligible for the worksheet but when trying to allocate budget to Manager A for his reports the budget is not editable. Attached screenshot for reference.
