Can Redwood UI Be Disabled to Revert Appearance Page to Responsive/Classic Themes?

We want to enable Responsive UI to avoid using Redwood for the Appearance page to create a Classic theme

I found this documentation that seems to say unless there are preexisting classic themes in the environment we cannot use the responsive/classic UI and have to use the Redwood versions for our themes.

I wanted to ask if there was a work-around for this? Can we disable the Redwood UI profile value in Manage Administrator Profile Values to revert back to Classic themes or the Responsive UI in Appearance page?
