Admin should not be able to run Transfer to HR process without Worksheet Approval

Summary: Hi All,

We want to understand is there a wat we could the transfer the transfer the Comp Admin to Transfer to HR process if the worksheet is not fully approved. We understand that while transferring there is a option to include workers who have N levels of approval done but this is a non mandatory one and does not stop Admin to run for worker who are just in Save mode. We have looking for options wherein the admin cannot run process for workers whose data is just saved.
