Bulk Update Sales Territories

Summary:

I need to make below updates to sales territories in bulk

1. Create new territories.
2. Update existing territories ( remove few sales reps, add new sales reps to existing territories)
3. add new zip codes to existing territories

I understand we have FBDI Option but i want to know what is the best way to update this accurately. Can i rely on Import/Export Management to achieve this or are there any limitaions.
