Calculate sum of pallets on order and shipment cost in relation

Rates are defined in unit breaks fashion : with cost as per the number of pallets

Order releases contain the ERU /pallets at order release line level. When OTM plans the orders together : it does not consider the sum of the pallets to apply the unit break cost as per the total pallets. It takes the maximum cost and considers any one pallet -usually the maximum one from the orders on the shipment.

Is there a way to configure master data or config data such as -order logic configuration in OTM, that while bulk planning the selected orders into shipment it calculates the sum of pallets at order release line level, and generates the shipment -with total pallets cost from unit breaks?
