Hide action name in Change Salary page in when and why section

Is there a way to hide specific action names in the dropdown of action lists in the change salary page in when and why section such that

When you go to My Client Groups > Hire > All the other actions should see.
When you go to My client groups > Change Assignment > The other actions should see.
Similarly for Transfer, Promote, etc..

But when you go to 'Change Salary' > Only Change salary action should see.
