Split Plan Enrollment

Summary:
We have a Retiree Program, with Medicare and Non-Medicare plan type in it. Where Participant with Age > 65 are eligible for Medicare Plan and rest are eligible for Non-Medicare PPO or HDHP Plan.
In this configuration we have a concept of Split plan, where Participant and Dependents go into different Plan Type.
For example, if Participant age is > 65 and Spouse age is < 65 then Participant will be eligible to enroll into Medicare plan whereas the dependent is eligible for Non-Medicare plan.
With the current configuration the Participant is correctly able to enroll into Medicare but for the Dependent the enrollment is not available in non-Medicare plan.
