Access to Document Records information as HR Benefit Specialist

I was wondering if someone has experienced the same situation, I have 3 Benefits specialist users to test in Dev1, one of them has access to view Document Records information of employee but the other 2 dont.

The image below is an example of the access the user should have to to Document Records

but the other two users get the following when clicking on employee name: we couldnt find any matching document records

All the users have the same role so they should have access to the same Document Record information
