No Approval notification received for absences loaded via PersonAbsenceEntry HDL

Summary:

We are bulk-loading absences via the PersonAbsenceEntry.dat HDL file with AbsenceStatusCd = 'SUBMITTED' and  ApprovalStatusCd = 'AWAITING_APPROVAL'. The records load successfully and display “Awaiting Approval” on the employee’s Absence Records page, but no approval notification or transaction is created for the line manager, so the workflow does not start.

Since the BPM setup is sending notifications when an absence is submitted from the absences page, we need guidance on whether manager approval notifications are supported for absences loaded through HDL, and if so, what additional steps or configuration are required.
