Element Eligibility Name error in setting up donation pools.

Summary: In the steps to set up the absence elements for payroll to use in a donation pool, it states to give the following element eligibility name "Vacation Payment Open" to all associated elements for both the absence and the pool. You cannot however use the element eligibility name more than once. I am misunderstanding these directions in the link below?
