Catalog does not display all items in Redwood SSP but it does in the old UI

Summary:

I created a BPA and then the catalog. The catalog is restricted to certain users. In the old UI all 12 items show when searching and in the shop by category drop down. But in Redwood only 1 item shows? and they do not show up when searching in Redwood. All items are in the same BPA and all items have the same category.
