Approval Workflow failing only if the approver is Manager Hierarchy

Summary:

Our Global Absence Recording - Multiple Assignment workflow is failing only if we have the approver as Manager Hierarchy. I've stripped down the rule to very basic, changed the approver to a User or Application Role, and it works just fine. I change it back to Manager Hierarchy and it fails. Below is the rule:

Any thoughts on why a rule would fail only if we're using Manager Hierarchy, and not User or Application Role would be greatly appreciated!
